Special event permit (agenda item 3.5): The council approved a special-event permit for a plaque-and-memorial ceremony scheduled for April 30, 2025, at Sid Goldstein Freedom Park. The permit allows the Vietnamese American Federation of Southern California and a coalition of veteran and cultural organizations to hold the event subject to standard conditions. Staff confirmed a condition carried over from prior years requiring staff care in moving and returning floral wreaths and arrangements used during the ceremony. Citywide slurry-seal contract (agenda item 5.1): The council awarded the citywide slurry-seal contract to the lowest responsible bidder, Roy Allen Slurry Seal, Inc., for $684,909 and authorized a 10% contingency of $68,490.90 for potential change orders. The resolution also authorized the city manager to execute the contract in a form approved by the city attorney. The vote was 4-0.
Out-of-state travel to ICSC Las Vegas (agenda item 5.2): The council approved travel for Mayor Wynne and Vice Mayor Monzo to attend the 2025 ICSC Las Vegas conference May 18–20, 2025. City staff said the booth and economic-development costs are covered by the existing budget; council approval was required under council travel policy for out-of-state travel. The motion passed 4-0.
Commission appointments (agenda item 7.1): The council confirmed several appointments by individual council members, waiving other application requirements where noted. Appointments approved included John Gentile to the Parks and Recreation Commission (vice mayor Monzo's appointee), Charles Wynne to the Planning Commission (District 3 councilmember's appointee), Duke Nguyen to the Cultural Arts Commission (mayor's appointee), and Jeffrey Krill and Charles Shipp Jr. to the Traffic Commission (District 1 and mayoral appointees, respectively).
