Representative Howard presented House File 1770 on March 25, a proposal to provide capital investment to support cooperative manufactured-home communities and associated infrastructure.
Todd Prafke, city administrator for St. Peter, testified that manufactured-home communities are a major source of affordable homeownership in many Minnesota towns and that infrastructure investments (streets, water, sewer, stormwater) can significantly lower per-lot development costs. He said typical public infrastructure costs per 100-foot lot can exceed $90,000 but density and cooperative approaches can reduce that to roughly $30,000–$45,000 per lot in his community.
Representative Howard and witnesses described the proposal as a targeted, modest investment that could preserve and stabilize cooperative parks, enable resident self-determination and improve long-term quality of life. The bill was presented for informational discussion; no action was taken during the hearing.
