The committee voted to re‑refer House File 2,551, a recodification bill, to the Judiciary Committee. The measure makes conforming and recodification changes to align existing statutes and uncodified duties with the newly created Department of Children, Youth and Families (DCYF).
Jennifer Summerfeld of DCYF said the bill is largely a technical cleaning measure to put statutory references and duties under DCYF where the law previously referenced other agencies. Summerfeld said the reviser’s office prepared the draft and that the bill does not add substantive new authorities beyond moving existing responsibilities into the new department.
Representative Katiza Watoon (sponsor) described the bill as necessary to finish transfers so DCYF can fully exercise duties assigned when the department was created. Some members raised concerns about overlap and potential duplication of reporting and data access; Summerfeld said that where a single agency needs data the transition has been managed and that more detailed efficiency reviews could follow once statutory transfers are complete.
The committee re‑referred the reviser’s recodification bill to Judiciary by voice vote.
