The House Committee on Economic Development on Wednesday approved amendments to SB1641 that change the State of Hawaii Film Commission to the Hawaii Film Authority and revise the board's composition.
Under the committee's amended language, the authority would consist of 12 members: 10 appointed by the governor (with the director of Business, Economic Development & Tourism or the director's designee serving as chair) and three ex officio voting members including the chair of the Board of Land and Natural Resources (or designee) and legislative appointees. The revised structure also calls for rotating representation from county film offices on a two-year cycle beginning with the Big Island, then Maui, Oahu and Kauai. The committee also added labor and education representatives, and required expertise in cultural appropriateness for at least one designee from the Office of Hawaiian Affairs.
Committee members said the new structure is intended to broaden oversight, incorporate county perspectives, and provide permitting and workforce development representation. The committee adopted technical and style amendments and passed the bill with amendments.
