The House Committee on Economic Development passed SB 1578 on March 14 with amendments that the chair said will add intergovernmental affairs language to section 4 and update the bill’s preamble to reflect the history of the East–West Center.
Dan Wick, deputy of DBEDD (testifying for the department), said the department stood on written testimony and was available for questions. Deputy Attorney General Randall Nishiyama submitted written comments and asked the committee to insert the preamble from House Bill 1025 into SB 1578 because the preamble documents the East–West Center’s history and relationship to the state.
The committee’s action added technical edits for clarity and style, updated the preamble language to reference historical ties, and changed the defective effective date to align with the House’s standard. Chair Iligan described the amendments as clarifying and consistent with the bill’s intent.
At decision-making the committee recommended passage with amendments and recorded aye votes from the chair and vice chair; the recommendation was adopted.
