Committee approves teacher housing assistance with repayment and staffing clarifications

The House committee voted Feb. 13 to pass House Bill 89, HD1, which extends a teacher home assistance voucher program, after lawmakers and the attorney general’s office clarified program terms and repayment provisions.
DOE personnel and the Attorney General’s Office testified on the bill. Sean Aray, director of personnel development for DOE, stood on the department's written comments. The AG’s office advised the committee to include clear statutory language regarding repayment of the housing voucher if recipients fail to meet program requirements; the committee accepted that recommendation. Committee members also agreed to substitute the phrase "hard-to-staff" for "hard-to-fill" for statutory consistency with DOE language and to ensure the program applies to both traditional and charter public schools.
HSTA provided written support and described teacher housing as an ongoing recruitment and retention concern; HSTA noted teachers’ housing instability during the school-year cycle. The committee directed staff to incorporate the AG's repayment language and the staffing-term change into an amended HD and then voted to pass with those amendments. The chair recorded the recommendation as adopted.
