The House Committee on Culture, Arts & International Affairs voted to advance SCR 197 SD1 on April 11 in Conference Room 309, a concurrent resolution recognizing Indigenous Peoples Day (June 1, 2025), Canada Day (July 1, 2025) and Truth and Reconciliation Day (Sept. 30, 2025) and acknowledging historical ties between Canada and Hawaii.
Randy Cortez testified on behalf of the Department of Business, Economic Development & Tourism (DBEDT) and said DBEDT “stand[s] on our written testimony.” The committee noted DBEDT’s highlighting of Hawaii’s connection to Canada and the importance of preserving Indigenous culture and strengthening ties. The committee voted to add a clause in the second whereas to request the governor raise a Canadian flag in Hawaii at an appropriate time and place as part of recognition activities.
The committee recorded no questions demanding further information in the hearing record. The recorded vote was: Chair Capella — aye; Vice Chair Kang — aye; Representative Garrett — aye; Representative Sayama — aye; Representative Ray Zoda — aye. The recommendation was adopted and the measure will be reported out of committee.
The amendment requests a ceremonial flag-raising; the resolution does not appropriate funds nor require executive action beyond the nonbinding request.
