Public speaker urges caution on Consilience contract, sidewalk engineering costs and Bi-State transit spending

Tom Sullivan of ZIP code 63130 addressed the council during the public forum and criticized several items on the agenda.
Sullivan said the County Executive proposed $206,000 to Consilience Group for an effectiveness study for the Department of Human Services and suggested the council be "leery of this proposal," asking, "Shouldn't it be the Director's job to develop an effective strategy for the Department?" He said the contract could be larger, noting an option could extend work to more than $600,000.
Sullivan also flagged an engineering-services increase of $30,203 that raised an engineering fee total to $232,977 for a sidewalk project, and suggested the county auditor review that line item.
On public transit, Sullivan urged oversight of Bi-State/Metro. He said the county should "stay with the 60 8-20 3 split on the .73 sales tax revenue" and noted past federal COVID aid to Bi-State. He called for using a small portion of a proposed $200 million allocation to hire an auditor or public-transit officer, arguing council members lack the capacity to track Metro operations.
Sullivan closed by recommending the council consider hiring staff to oversee Metro operations and thanked the council for listening.
