The commission voted unanimously to approve petition CC225013 to rezone a vacant property on Local Hillsborough Road in Cedar Hill from Planned Business to Non‑Planned Community Commercial (CC2). Planning staff recommended approval and commissioners carried the motion without recorded objection.
Staff told commissioners the site has approximately 230 feet of frontage on the county road, is relatively flat, and is located directly across from Northwest High School. The site previously received a 2015 rezoning to Planned Business Park for a machine shop that never developed, and staff said the requested CC2 zoning is more compatible with surrounding commercial uses and the high school than the current planned business designation.
Petitioner Zack Mabry said his company has the property under contract and described an intended "national retail" tenant type; he said the buyer has performed due diligence and expects to follow the UDO and county development standards during site design. Mabry identified the property address and confirmed he had been sworn.
Staff noted a stream order‑1 feature runs along the western property line but said it runs parallel to the lot line and would not likely affect required setbacks or the proposed general commercial use under the UDO. If rezoned, the property would proceed to site development review where infrastructure and environmental protections would be addressed.
Motion and vote: Commissioner Seibert moved to approve CC225013; Commissioner Sparks seconded. The commission approved the rezoning unanimously.
Ending: The rezoning recommendation will be forwarded to the Jefferson County Council for final action; site development regulations, stormwater controls and any required permits will be handled at the development review stage.
