County council members press to clarify their legislative role in master plan implementation

Jefferson County planning committee members spent a large portion of the meeting pressing planning staff to define who the plan calls "community officials" and to clarify how the county council fits into the implementation roles described in the draft master plan.

Committee members said the plan repeatedly lists "champions," "implementation advisors," and "oversight" roles but does not explicitly state whether the county council — the county's legislative body — is part of those roles or how it would exercise any legislative functions, such as adopting unified development ordinance (UDO) changes that would give the plan regulatory force.

Members asked staff to add text tying updates to the growth framework map and other ancillary documents to the council's legislative process. One committee member recommended that any update to the framework map be routed "through the normal legislative process" so that the council has an opportunity to review and adopt changes rather than leaving the updates solely to departmental procedures.

Planning staff acknowledged the plan frames implementation as primarily an executive-branch function carried out by county planners and the county executive's office, but committee members said that where the plan anticipates UDO or regulatory changes, that legislative role should be called out explicitly. The group requested a clarified definition of "community officials" and a note describing the council's decision-making role for any regulatory or map changes.

The committee directed staff to add language that aligns the plan's review and update steps with the county's established legislative process and to return a revised draft clarifying whether and how the council will be included in implementation oversight and in the process for updates to the growth framework map.
