Binghamton schools begin revising policy to implement required student board member

The Binghamton City School District began a formal discussion Tuesday about implementing New York State's requirement, effective July 1, that all school boards include a student board member as an ex officio, nonvoting trustee.

District staff recommended adding policy language establishing the student seat and placing selection procedures in board regulations so the board can revisit them annually without a full policy revision. The administration also said the New York State School Boards Association will provide additional guidance; staff expects that guidance to be released May 13.

Presenters noted current local practice: the district traditionally invites the high school student government president to serve, but other districts use principal appointment or a special student election. Staff and board members discussed representativeness concerns — the student in the seat must attempt to reflect K–12 interests even though that student is typically a high school leader — and time-commitment constraints for students.

Several current or recent student board members spoke in the meeting. A student identified as Brian said the position can be time-consuming but valuable; another student, Maria, said the role has been underused and suggested the board build routine opportunities for student input. A board member who spoke thanked the students and said the district would work to make the role a more substantive learning opportunity.

No formal policy change was adopted; board members said the discussion will continue at upcoming meetings and that the district plans to publish proposed procedures and regulations.
