Carver County adopts CCWMO project list amendment adding 25 projects to watershed plan

The Carver County Board on Feb. 11 adopted an amendment to the Carver County Watershed Management Organization (CCWMO) 2020 Watershed Management Plan that updates the plan’s project list (Table 5‑5), the county’s staff said.
Paul Moline, county staff, said the biannual project‑list amendment process adds projects that are eligible for WMO levy funding and for state grants that require a project to be included in an adopted plan. “One of the requirements of those grant requests is that the project be included in the plan,” Moline said.
Moline told the board the update adds 25 new projects to the list, identifies 10 projects that are completed (and in some cases retained on the list for the record), splits three projects into more specific entries, removed one duplicate entry, and left 50 other projects unchanged. He described the prioritization criteria used to populate the list: benefit to priority water bodies, relationship to state‑listed impaired waters, partnership opportunities, cost‑benefit and educational value.
State agencies and Laketown Township submitted supportive comments during the public comment period, Moline said; one citizen provided broader suggestions intended for the next major plan update. The staff response noted those broader comments will be addressed in a full plan update projected by 2030. Kristen Larson of county staff was identified as the staff lead who shepherded the amendment through advisory committees and public notice.
The board opened a public hearing, received no in‑person proponents or opponents during the hearing, and then approved a resolution described in meeting documents as adopting ordinance 110‑2025 amending the CCWMO 2020 Watershed Management Plan. The motion to adopt the resolution was moved by Commissioner Anderson and seconded by Commissioner Lynch. The board adopted the measure by voice vote.
The amended project list will be used to plan the WMO levy and to support grant applications for implementation funding, county staff said. The board’s action was procedural — it adopts the list so projects can be eligible for future work; individual projects will return for site‑specific design and funding approval when ready.
