Daniel Huff, executive director of the Metropolitan Mosquito Control District (MMCD), and Alex Carlson, MMCD public affairs manager, presented program priorities to the Carver County Board on Feb. 11, describing surveillance, control methods and planned changes for 2025.
Huff said the district’s mission is public health‑focused mosquito and tick surveillance and control across the seven‑county Twin Cities metro area. Carlson said MMCD operates larval control as its primary tool and that last year’s wet weather produced heavy demand for helicopter and field treatments.
Carlson summarized operations: MMCD surveys wetlands and catch basins, runs an entomology lab in St. Paul that can test for West Nile virus on site, and conducts both larval and adult surveillance. “We consider ourselves a larval control agency,” Carlson said, explaining that helicopters and field crews apply larvicide granules designed to target mosquito larvae and prevent adults from emerging.
Officials described program metrics: the MMCD service area covers roughly 2,900 square miles, about 3 million residents, and the median Twin Cities home pays around $11 per year for services. Minnesota hosts about 52 mosquito species; roughly 20 species will feed on people.
Looking ahead, MMCD said it has purchased a drone for each of its six field facilities to improve treatment of small to medium sites that are inefficient or hazardous for staff to access on foot. The drones are programmed to fly consistent patterns and distribute larvicide more evenly, officials said. MMCD also plans to expand public outreach and finalize a new strategic plan this year.
Carlson warned the board that last year’s heavy rain produced unusually high overwintering numbers of cattail mosquito larvae, which hatch from fall‑laid eggs and are likelier to cause large populations this coming season. “We’re predicting a big spike in cattail mosquitoes this year because of the heavy rain last year,” Carlson said. Staff said they will attempt to treat those sites before adult emergence but that effectiveness depends on timing and access.
Board members asked about human and pet safety. Carlson and Huff said materials used for larval control — including Bacillus thuringiensis israelensis (Bti) formulations — have been selected for specificity to mosquito larvae and are not harmful to humans or most non‑target species when used as directed. “The main ingredient that we use is BTI,” Carlson said. Huff added a biochemical explanation for how the product targets mosquitoes’ alkaline gut and does not survive in humans’ acidic digestive systems.
Other changes for 2025 include consolidating tire recycling drop‑off days to reduce staff travel time, stepped‑up recruitment of seasonal employees, and continued public education and lab surveillance. No formal county action was requested; the board accepted the presentation and asked staff to post MMCD resources and event notices on county channels if possible.
