Sussex County residents and industry clash over proposed pause on large subdivisions

Sussex County Council on Jan. 21 heard more than three dozen people Thursday during a lengthy public-comment period about a proposed administrative pause on new large-subdivision applications in agricultural zoning.

Supporters of the pause said the period would give the county time to overhaul development standards and infrastructure planning; opponents said a moratorium would cost jobs, slow housing production and harm local businesses.

Councilman Matt Lloyd clarified the proposal in his remarks: “What I mentioned was a moratorium on accepting applications on a specific type of development in AR 1 lands. Okay? 5 or more homes, major subdivisions for a period of 12 months.” He asked legal staff to draft a targeted ordinance for future introduction and public hearing, but the council did not vote on any moratorium at the meeting.
