Sussex County Council on Jan. 14 approved a consolidated motion from county engineering to adopt time-and-material change orders, unit-quantity adjustments and to grant substantial completion for the Base Road drainage improvements and constructed wetlands project, including release of retainage.
The motion, submitted on the recommendation of the county engineering department, authorized change orders number 78 for contract 82-05 (Cannon Road) and adjusted the contract by $453,283.77 with offsets of minus $368,629.85 reflected in unit-quantity credits. The administration stated the project experienced both significant geese damage to newly planted wetlands and an unusually wet year that increased repair and replanning costs; the speaker said replanting and germination setbacks contributed to the additional work and costs.
The county reported that, despite the added costs, recent measures have improved drainage on Cannon Road and staff said they expect the work to prevent future overtopping. The council voted to grant substantial completion effective Nov. 15, 2024, and to release retainage as allowed under the contract documents. The motion carried unanimously.
