Council authorizes notices for Love Creek mobile home community sewer annexation; county cites environmental and funding opportunities

Sussex County Council on Jan. 14 authorized the engineering department to prepare and post public notices for a proposed annexation that would add part of the Love Creek Mobile Home Community (Parcel 134-18-32) to the Sussex County Unified Sanitary Sewer District, and set a public hearing request for Feb. 4.
County staff described the parcel as fronting Route 24 on the east side of Love Creek; the community currently relies on on-site septic systems, frequently with two homes per system and limited drain-field capacity. The presenter said the University of Maryland Environmental Finance Center conducted an income survey showing a median household income of $44,400 for the community versus the 2024 countywide median of $78,996, suggesting eligibility for principal forgiveness or grant funds.
Engineering staff told the council that state priorities for areas within 1,000 feet of the inland bays make central sewer a priority under a 2008 strategy and that the Love Creek area has experienced recurring shellfish closures tied to contamination. Staff estimated that connecting the community could remove roughly 3 tons of nitrogen per year from discharges to the inland bays. The presenter said the county has coordinated with Maryland Environmental Finance (Region 3 EPA) and other funders and planned to file a notice of intent with the Delaware Department of Natural Resources and Environmental Control (DNREC) for the 2025 intended-use plan once the annexation boundary is extended following the public hearing.
The council approved the motion to prepare and post notices unanimously. The motion as read authorized posting notices for the Love Creek mobile home community expansion of the sewer district to include partial Parcel 134-18-32 as presented on 01/14/2025; the administration indicated it would hold the public hearing on Feb. 4 at a council meeting and pursue the DNREC intended-use plan filing after the required steps.
