DelDOT gives timeline updates on major Sussex County projects including North Millsboro bypass and Route 1 improvements

DelDOT officials gave the Sussex County Council an update March 4 on a set of major projects in Sussex County and described expected service dates and key constraints.
Shante Hastings, DelDOT secretary, and DelDOT project leads outlined schedules for projects including the Route 1/16 grade‑separation, Route 113 grade separation at SR‑404, Route 9 widening projects, the Indian River/Route 24 dualization work and the North Millsboro Bypass.
“The southbound bridge will open in late March, and the northbound bridge will open sometime this fall,” Hastings said of the I‑1/16 grade‑separation project; DelDOT added the larger interchange program includes staged openings. DelDOT said construction bids for the Route 1/Conway job were planned for the weeks following the meeting and right‑of‑way acquisition would continue for sites such as Route 1 at Cave Neck (expected construction next year).
For the Route 113 corridor DelDOT said design is complete at the 113/404 grade separation and that right‑of‑way acquisition and relocations are nearly finished with construction planned to begin later in the year and run for about three years.
On Route 9, DelDOT noted ongoing intersection work and signaled planned right‑of‑way starts this year for certain widening elements with construction windows beginning in 2026–2027 depending on utility relocations. DelDOT told the council the North Millsboro Bypass is scheduled to open to traffic around Labor Day 2025 (work continues after opening for wrap‑up paving) and that Hollyville Road closures will be used temporarily during construction.
DelDOT also confirmed the Bass Intersection (a locally fast‑tracked project with county contribution to advance design) is in final right‑of‑way and slated to move to construction early next year; DelDOT said the county’s advance funding allowed the design to start four years earlier than it otherwise would have.
Why it matters: several of Sussex County’s biggest—multi‑year—projects will continue to require utility relocations, right‑of‑way negotiation and environmental compliance. DelDOT cautioned that right‑of‑way acquisition and relocations are time‑consuming and that utilities and materials constraints can affect bidder availability and schedules.
DelDOT recommended residents consult deldot.gov/projects for up‑to‑date maps and construction details and said the department will invite county representatives to major opening events.
