County planning staff told the council the original approval dated May 10, 2022, would lapse after three years if the work had not commenced. The applicant requested the extension on March 19, 2025, and provided written justification listing outstanding approvals required from other agencies. The Planning and Zoning Commission recommended a six-month extension to permit the applicant additional time to secure required approvals.
Council members discussed whether the applicant had exercised due diligence in pursuing the original approval and noted there is a separate pending application to modify conditions that could increase the number of buildings from two to five; that modification requires a separate ordinance and public hearing. One council member said the modification request looked like a new application and expressed concern about piecemeal changes after approval.
The motion to grant the six-month extension was moved by county staff presentation and carried with recorded votes that included multiple yes votes and one no vote by Miss Gruner Bell. The extension preserves the original approval for six months to allow the applicant to seek the forthcoming modification; the extension does not itself change any conditions or approve additional buildings.
