Sussex County expands sanitary sewer district to include Millsboro Martial Arts parcels

Sussex County Council on an undisclosed May meeting date voted to extend the boundary of the Sussex County Unified Sanitary Sewer District to include six parcels requested as part of a project identified as Millsboro Martial Arts.
The expansion will require the project proponent to extend sanitary sewer south along Route 113 to the project and to provide a connection point for parcels that agreed to be annexed, with system connection charges assessed at the time each connection is made, Sussex County engineer Jeff Ashman told the council. Ashman said engineering had posted notices and had received one phone call from the mayor of the town of Dagsboro questioning the annexation and the project name; no written comments from the town were submitted before the hearing.
The council adopted a formal resolution to extend the district boundary that describes the included parcels as 233-11-240, 240.01244 and several adjacent parcel numbers on the east side of DuPont Boulevard (Route 113) south of the town of Dagsboro in Dagsboro Hundred, Sussex County. The resolution was read into the record by the engineering department and moved for adoption; the motion carried on a recorded vote.
During the public hearing, Ashman said the engineering department had originally informed Plitco Engineering LLC, acting for DuPont Properties LLC, that the parcels were not contiguous to the existing district and that intervening parcels would need to provide signed letters of consent. Ashman said signed letters from owners of parcels 233-11-244, 240 and 240 Part 01 were subsequently provided, making the project contiguous to the existing district boundary.
No members of the public spoke at the hearing in the chambers, and county staff reported no remote callers wishing to comment. Council members recorded affirmative votes; the motion carried.
The extension places the included parcels within the county sanitary sewer district and obligates the developer to construct the lateral extension along Route 113 and to pay system connection charges set by the county at the time of any hookup. The county planning director noted the project is not adjacent to the existing town boundary and therefore remains within county jurisdiction, a point Ashman included in his presentation.
The council closed the public record and adopted the resolution. The decision takes effect according to the dates and recording requirements set out in the county resolution filed with the Recorder of Deeds for Sussex County.
