Sussex County Council approves Millsboro Martial Arts annexation into county sewer district

Sussex County Council voted to adopt a resolution extending the boundary of the Sussex County Unified Sanitary Sewer District to include six parcels for a project called Millsboro Martial Arts, council proceedings show.
The measure matters because it authorizes the county sewer district to extend service and creates the legal basis for future sewer connections for the involved parcels.
Engineering staff told the council the project — proposed by DuPont Properties LLC through Plitco Engineering LLC — will extend the sewer south along Route 113 to the project and provide connection points for parcels agreeing to be annexed. "They will be responsible for system connection charges in place at the time of connection," Engineering Department staff member Mister Ashman said during the public hearing.
Ashman said the parcels became contiguous to the district's existing boundary after the engineer provided signed letters from intervening parcel owners. The county had posted notice for the hearing and received a single phone inquiry from the mayor of Dagsboro about the annexation and the project's name; no written comments from the town were received prior to the hearing. The planning and zoning director told the council the project is not adjacent to the town's prepared boundary and therefore remains under county jurisdiction.
During the meeting, a resolution was read into the record describing the six parcels to be added and noting the recording information in the Recorder of Deeds for Sussex County. A council member moved to adopt the resolution; after a second, members present voted unanimously in favor. Mister McCarron, Mister Lloyd, Mister Moreno and Mister Riley (among others who voted aloud) recorded "yes" votes and the motion carried.
The council closed the public hearing and the public record before voting. No members of the public spoke in person or via telephone during the hearing on this annexation.
The action allows the county engineering department and the applicant to proceed with annexation-related steps, subject to any standard permitting and connection procedures and the connection charges specified at the time of hookup.
