Officials: most 2022–23 Jackson County contracts executed; handful of 2024 items outstanding

Jackson County committee members reviewed numerous resolutions and ordinances spanning 2022–2024 to confirm whether approved contracts had been executed and projects completed.
Michelle Newman, director of Jackson County Parks + Rec, told the committee that contracts tied to several county resolutions were completed. "That project was completed," Newman said of the Blue Springs Lake Road improvement contract, and she said the Prairie Lee and Liggott Road work at Fleming Park was "also successfully completed."
Public Works staff said the majority of the listed 2022 and 2023 resolutions and ordinances had been executed. County staff identified a small set of 2024 items that remained unresolved: the MoDOT BRO program request for Stoner Bridge (resolution 21805) was defeated by the legislature, and a 2024 term‑and‑supply flat‑work contract with Quality Concrete (resolution 21814 as cited) also was defeated or not executed. Staff also addressed vendor confusion about term‑and‑supply contracts, explaining that some vendors misunderstood the difference between having a standing term contract and receiving specific work orders. "That contract is in fact, the vendors have the paperwork," a county administrator said regarding a road maintenance asphalt products term‑and‑supply contract awarded to Vance Brothers and adopted Dec. 17, 2024; staff noted the term is 12 months with options to extend.
Committee members said vendors had reported uncertainty about whether contracts had been issued or work awarded; staff suggested inviting vendors to a work session to walk through contract types, the awarding process, and rebid timing for term and supply agreements. No formal votes or reassignments of contracts were recorded during the discussion.
The committee requested staff follow up to: confirm the execution status of the listed resolutions and ordinances, clarify which contracts have active work orders, and arrange a vendor briefing if needed. Staff indicated most contracts from 2022 and 2023 were executed and that two 2024 items required further attention.
