Finance committee holds most procurement resolutions; recommends 'do not pass' on several emergency contracts

The Jackson County Finance and Audit Committee reviewed a series of procurement items on Feb. 18 and placed most on hold because of the ongoing county budget process. For several purchases the committee recommended that the legislature as a whole reject or not pass contracts that the county executive had already authorized via emergency declarations.

Items the committee held pending further budget review or information included: Resolution 21851 (transfer of $25,500 in the 2025 park fund for off-site server hosting services), 21853 (HVAC filters), 21854 (office furniture), 21855 (parks supplies), 21857 (pipes and plumbing supplies), 21876 (access to regional household hazardous waste center; held pending further review though committee recorded the motion to hold), 21877 (paint and painting supplies), 21879 (bottled water services), 21880 (Lowe's maintenance and supplies under an Omnia Partners cooperative contract), and 21881 (fuel-dispensing equipment services). Committee chairs and members cited the open budget and the prudence of holding lines with fiscal impact until budget matters are resolved.

On emergency purchases already acted on by the county executive, the committee recommended the full legislature not pass several items so that the legislature could review the emergency actions. The committee moved Resolution 21852 (a 12-month mortuary services contract with a 12-month option to extend for Charter Funerals of Missouri LLC) out of committee with a recommendation of "do not pass" to the legislature; the chair said the committee vote on this recommendation was 3-1. Similarly, the committee recommended the full legislature not pass Resolution 21856 (a sole-source, five-year aerial imagery contract with Nearmap US Inc at $100,000, described by staff as an emergency purchase) and recommended a do-not-pass for Resolution 21875 (a 12-month body-transportation contract amended to correct the vendor name to First Call/First Class). The committee's stated rationale for those recommendations was that the county executive had already executed emergency declarations and the legislature should take up whether to ratify or reject those emergency actions.

Most committee actions to hold items were approved by voice vote with no recorded roll-call tallies in the transcript. The committee chair and administration staff said administration and purchasing staff will supply additional information to the legislature and that the held items will return for consideration once budget questions are answered.
