Committee holds ordinance seeking rollback of large 2023 property value increases

The committee held the ordinance because a related court case is still pending. "My suggestion for this 1 is that we not act on it today while the court case is still pending," Smith said. He also proposed holding the measure at committee and then, if needed, discharging it to the legislature as a whole later.
The measure, identified in committee as Ordinance 5958, would change parcel-level assessments that exceeded a 15% increase in 2023 so those parcels are valued at no more than 15% higher than their 2022 assessments. Committee members discussed procedure for moving or holding the ordinance while litigation continues; no formal vote to advance the ordinance was taken and the item was held.
The committee did not discuss specifics of how the rollback would be implemented if the ordinance were later advanced, nor did it take a formal vote to adopt the text. The committee's action was procedural: to refrain from acting while the court matter is unresolved.
