Southeast project advances; Deanwood draws strong design interest as facilities spending pressures emerge

Trustees heard capital and facilities updates covering ongoing construction and upcoming design procurements.

The Southeast Library expansion continues construction activity, with concrete slab work completed and utilities and community coordination under way. Staff said winter weather has constrained some work until warmer temperatures allow additional phases.

Deanwood Library drew 15 responses to the first-stage design solicitation; staff said the project will proceed through a two-stage selection process and remain coordinated with WMATA for joint-development elements. Congress Heights and Chevy Chase projects continue in planning; Shaw is being prepared for an RFP with a Community-Based Enterprise (CBE) set-aside for the general contractor.

Staff highlighted interactions with the Commission of Fine Arts (CFA) and said projects historically reviewed by CFA may face different stylistic scrutiny under recent executive actions and administration appointments. The project team said Southeast previously cleared CFA review and that some CFA members have refrained from voting on certain design items in the past; trustees discussed the need to be context-sensitive and to avoid overcorrecting designs.

Capital budgeting pressures were flagged: staff reported the capital budget is overstated by about $27 million pending an ARPA/GO swap, and Petworth's planned refresh/renovation requires an additional $1.4 million before construction notice-to-proceed can be issued even though the permit is in hand. Staff reiterated a 35% CBE participation goal on eligible projects and said pre-proposal conferences and industry outreach are planned as projects move to procurement.
