Members nominated and elected the committee's vice chair (Brian) and again conducted a chair election; the transcript recorded a 4‑1 outcome for both leadership votes with one member, Marks, recorded as opposed on the chair ballot. The committee then assigned members to review individual departments and capital improvement plans and set ground rules for upcoming department presentations.
The committee agreed that department reviews should generally be limited to one hour, that members should reserve questions until the presenter finishes to avoid duplicative interruptions, and that follow‑up requests for information should be routed through a single conduit — Brian — so staff receive a coordinated set of questions. The committee adopted a schedule reproduced in the budget book (page 5, section 1) and assigned members to teams for assessing departments such as public works, library, police, fire, parks and recreation, conservation, planning/code and harbor operations.
Members also discussed internal staffing for tasks such as providing recording‑secretary backup for boards and commissions and raised the need to ensure legal and consultant funding is adequate for anticipated ordinance review and litigation support during the coming year.
