A Dodge County Land Resources and Parks Committee on May 12 recommended that the Dodge County Board approve a town-initiated rezoning of about 2.539 acres in the Town of Chester from the FP (Farmland Preservation) zoning district to the AG (General Agricultural) zoning district.
The staff report said the applicant owns about 9.159 acres at the location and that the 2.539-acre parcel does not meet the minimum lot size required under the FP district. Staff noted the parcel is within shoreland and floodplain overlay areas, that the topography is gently sloping (about 2–6 percent), and that current land uses are agricultural and wetlands. "The staff recommends the committee report favorable on the town resolution," the staff member reported.
Under the statute cited in the staff report — Wis. Stat. § 60.62(3) — county approval is required for town zoning ordinances or amendments in counties that have a county zoning ordinance. The county staff told the committee the petition is consistent with the Dodge County comprehensive plan, which designates the site for agricultural use.
Committee members asked whether the application contained sufficient information and whether the town followed proper procedures; the committee concluded that the record contained the necessary information and that the town had followed the required procedures. A committee member moved to submit a favorable recommendation to the county board based on the staff findings; another committee member seconded. After the voice vote — "aye" from those present and no opposed voices recorded on the transcript — the motion carried. The committee will transmit its favorable recommendation to the Dodge County Board of Supervisors for final action.
Committee members also discussed several future agenda items, including proposed floodplain ordinance amendments and state-required revisions to the Dodge County Shoreland Protection Ordinance, which staff said will come forward for committee review at a later date.
