The proposed policy language indicates the superintendent will establish procedures for visitation by persons other than school personnel or students; in the draft regulation, visitors other than parents would need permission from the school principal to visit during school hours.

Bartlett and other staff clarified that volunteers (who have direct access to students) are subject to state fingerprint‑clearance rules; visitors are a separate category. The regulation includes an explicit exception for law enforcement, child protective services caseworkers and visitors invited by school personnel.
