Niagara Falls council approves multiple vendor contracts; proposed pothole repair agreement fails 2-2

Niagara Falls City Council on April 23 approved a package of vendor agreements for public works, meals for detainees, topsoil, portable toilets, drainage repairs, park redevelopment planning and equipment relocation, but did not approve a proposed contract for spray‑injection pothole repairs after a 2–2 vote.

The actions were taken during a regularly scheduled council meeting that began at 6 p.m. The motions were presented on mayor’s recommendation memos dated April 17, 2025, and were voted on individually by roll call.

Why it matters: The contracts authorize the mayor to execute agreements that affect street maintenance, drainage infrastructure, public facilities and a police‑department staffing arrangement tied to an outside employer. One item — the pothole repair contract using spray‑injection patching technology — drew extended debate over whether the city should authorize estimated overtime pay for Department of Public Works (DPW) staff instead of relying on existing DPW shifts or newly acquired equipment.

Most measures passed with unanimous roll calls.
