Springdale council approves interlocal agreement with Washington County for 2025 elections

The Springdale Town Council approved Resolution 2025-03 on Jan. 22 authorizing an interlocal cooperation agreement with Washington County for full election services for 2025.
Erin Emerson, the town staff contact for elections, told the council the agreement is “like the one we've done in the past,” and allows the county to provide essential election services and ensure compliance with state laws. She said the legislature required municipalities to enter such agreements beginning in 2023.
Councilmember Randy Aton moved to approve the resolution; Councilmember Pat Campbell seconded. In a roll-call vote Councilmembers Jack Burns, Randy Aton, Barbara Bruno, Pat Campbell and Kyla Topham voted yes; the motion carried.
Emerson described one county function as adjudication of ballots when signatures do not match records: county staff verify signatures, place questionable ballots in adjudication files and contact voters to resolve discrepancies. The town did not amend the agreement at the meeting.
The resolution authorizes the mayor to sign the interlocal agreement and continues the town's practice of having Washington County administer municipal elections.
No additional substantive changes to the agreement were made during the meeting; council members asked clarifying questions about adjudication and the county's signature-verification process.
