San Benito CISD staff reviews 2023–24 annual report and TAPR during public hearing

San Benito CISD staff presented the district's 2023'24 annual report, including the Texas Academic Performance Report (TAPR), financial reports, accreditation status, campus performance objectives and student outcome indicators, at a public hearing during the board's regular meeting. The presentation was followed by a short public comment period with no public comments on the annual report and the board moved to close the hearing.
Presenter said the document is a summary of data already submitted to state agencies and not a set of new policies. "There's nothing new here. We do the annual report. It's considered the final report to close out the school year," the presenter said during the review.
The TAPR portion, compiled by the Texas Education Agency (TEA) from the district's PEIMS and student assessment data, was described as the first of eight sections in the district annual report. The presenter walked trustees through the eight sections: (1) the TAPR district and campus academic performance data; (2) the financial standards report (lagging data); (3) district accreditation status (TEA's accreditation categories); (4) campus improvement objectives; (5) report of violent or criminal incidents (FERPA-protected reporting rules applied); (6) student performance in postsecondary institutions (data from the Texas Higher Education Coordinating Board); (7) progress toward HB 3 goals (early literacy, mathematics, and college/career/military readiness); and (8) a TAPR glossary.
The presentation included disaggregated performance by grade and subject (third through eighth grade STAAR results, end-of-course results, and accelerated testers), STAR progress and accelerated learning measures, STAAR participation rates, attendance and dropout rates (lagging), graduation profiles, and college, career and military readiness (CCMR) indicators.
The presenter provided specific postsecondary-tracking figures for the district's 2021'22 graduates: 673 graduates were included in the report; 142 were reported as attending a four-year public Texas institution, 122 were reported attending a two-year public Texas institution, six attended independent colleges or universities, 36 were listed as "not trackable" because they lacked a standard ID, and 367 were "not found" in Texas higher education records (which could reflect attendance at private institutions, out-of-state enrollment, or delayed enrollment). The presenter noted that the postsecondary tracking only follows students in their first year after graduation.
On data confidentiality and reporting: the presenter highlighted special symbols in the TAPR (a dash when data are unavailable and an asterisk when counts are small and masked for student confidentiality) and reminded trustees that some TAPR fields are blank because TEA was not reporting A-F ratings as of December 2024. She also noted that financial and some accountability measures are lagging indicators reported for earlier school years.
Following the presentation the board opened a brief public hearing for comments on the annual report; a motion to close the public hearing passed after no comments were made specific to the annual report.
The district made the full digital annual report available on the San Benito CISD website and offered printed copies on request.
