Board ratifies principal assignments, approves financials, and signs multiple district contracts

The Lubbock ISD Board of Trustees voted on a series of personnel, financial and procurement items during its meeting, approving principal assignments, budget reports and several contract renewals and construction delegations.
The board ratified the assignment of Josie Cedillo as principal at Wolford Elementary and approved hiring Denise Carn as principal of Honey Elementary; both actions were moved and seconded on the floor. The motion to hire Denise Carn passed 6 to 0. Attendees recognized both appointees afterward; Cedillo and Carn thanked trustees and introduced family and supporters in the gallery.
Trustees approved the budget summary reports for the months ending Feb. 28 and March 31, 2025 (including budget amendments and transfers), statements of taxes collected for those months, and investment reports for February and March. The board also approved a related set of consent agenda items, including minutes from the March 13 regular meeting and workshop. Multiple procedural motions to approve those financial and consent items carried unanimously (6-0).
Procurement and contracts approved included district purchases (reading academies, testing and assessment services, point-of-sale equipment for food service), contract renewals with vendors including Sodexo (food service), Durham (transportation), Aramark, and other recurring vendors, and several construction- and facilities-related purchases. Trustees also delegated authority to the superintendent to select criteria and award job order contracting for three projects including Dunbar track replacement, miscellaneous parking lot repairs and window replacements at Coronado High School. These procurement and contracting motions passed 6 to 0.
Other administrative approvals included a state waiver for a low-attendance day (the March 14 wind event), revisions to policies CQ(Local) Technology Resources and EIA(Local) Academic Achievement (relating to artificial intelligence guidance), and the 2025–26 board meeting schedule. A set of Head Start items — a $164,493 carryover application to serve 540 students and the Head Start self-assessment — were approved unanimously as presented. The board tabled an agreement to participate in a shared services arrangement with the Lubbock Regional Day School for the deaf at the request of district staff.
An intruder-detection audit finding was reported as information: one campus had an exterior-door access problem discovered in the audit; the district said the issue was repaired, staff retrained, and that internal weekly audits and a campus security officer assignment are part of ongoing mitigation.
