Staff said most edits were language clean-up and updates to match recent code changes; a handful of provisions were new and were described in the staff report. The policy updates keep permitted park hours broadly consistent with existing practice — rental hours generally allowed from 7 a.m. to 10 p.m. with park-use buffers extending an hour on either side to handle overruns.
Ryan, the staff presenter, noted a small editorial correction to remove a stray phrase in the noise section. Councilmember Kyla Topham, who moved approval, said the changes would help staff administer permits and clarify expectations for users. The motion to approve carried unanimously (Jack Burns, Randy Aton, Barbara Bruno, Pat Campbell, Kyla Topham — all "aye").
The policy will be published with the edits and become the town’s governing guidance for park events and rentals.
