Council approves updates to town code titles 7–9 with minor corrections

Springdale Town Council on April 9 approved Ordinance 2025-O-04, which updates and cleans up Titles 7, 8 and 9 of the town code to align citations and provisions with Utah state law and current practice. The council approved the package with one staff correction and a language change accepted during deliberations.

Staff said the changes are primarily updates to state-code references and small clarifications of existing practices. Councilmembers reviewed several substantive items during the discussion, including a renaming of the cemetery role from "Cemetery Sexton" to "Town Sexton," new minimum grease-trap sizing for new installations, clarifications about the building-inspector’s enforcement authority (including condemnation and repair orders), and adjustments to park regulation language.

Council clarified that new grease-trap standards would apply to new installations and would not automatically make existing installations unlawful. On building-inspector language, staff explained the building code already authorizes condemnation and repair orders and that the revised language was intended to align chapter responsibilities with the actual enforcing departments.

Councilmember Pat Campbell proposed one phrasing change to subsection 7-6-6(g) to replace "in a way that causes damage" with wording indicating an act "likely to cause damage;" the change was accepted. Staff also agreed to correct a codifier error involving a cross-reference to a schedule in a previously adopted ordinance.

Action: Motion to approve Ordinance 2025-O-04, with the discussed edits and codifier correction, passed unanimously (Jack Burns, Randy Aton, Barbara Bruno, Pat Campbell, Kyla Topham — all "aye").

The ordinance will be finalized with the stated corrections and the mayor authorized to sign.
