Vineyard council delays vote on formal code of conduct after extended public discussion

The Vineyard City Council on an announced special session paused action on a proposed code of conduct ordinance and voted to continue Ordinance 2025-O1 to the council's Jan. 29 meeting after extended discussion of enforcement, process and scope.

The proposal, presented by City Attorney Jamie Bikesley, lays out meeting protocols, legal and ethical responsibilities, prohibited conduct and a two-tiered set of remedies for violations. Bikesley told the council the measure would apply prospectively to elected and appointed officials and would be included in annual training alongside state ethics and open-meetings requirements.

Bikesley framed the proposal as restating existing legal obligations and adding local procedural guidance. "The city council is a public body. You're subject to the open and public meetings act," Bikesley said, summarizing notice, minute-taking and recording requirements and penalties for violations. She cited state law requirements for meeting notice and closed-session grounds and described criminal and administrative penalties that can apply under the ethics statutes.
