“It's important to understand that the accountability system is made up of 3 separate domains,” presenter Miss Keane said, describing Domain 1 (student achievement and CCMR), Domain 2 (school progress) and Domain 3 (closing the gaps). She warned that the system’s complexity — raw calculations that are then scaled to a letter grade — complicates apples-to-apples comparisons across years.
