Presenters said the revision responds to concerns that an earlier draft gave the board president exclusive approval authority and that a long list of "may attend" events created the risk of duplicative or excessive spending. Under the proposed model, each trustee would have an allocated amount to spend on required training and optional continuing education; required, statutorily mandated training would remain the first priority, and any request exceeding a trustee’s allocation would require full board approval at a public meeting.
Trustees clarified that district‑provided or in‑kind team training (for example, workshops held on district premises) would not be charged against the personal allocation. Board members asked for clarity on the approval process, how the allocation would be set, and how team training benefits — including team building and bond‑building opportunities — would be recognized.
The draft also builds in an annual review of the allocation as part of the budget priorities so the board can adjust the amount during regular budget discussions. Staff said the governing subcommittee will finalize edits and circulate a revised draft for trustees to review; the board intends to return the operating procedures to the agenda at a future meeting for additional discussion or approval.
No formal vote was taken; trustees asked for the final draft to be distributed before the next discussion.
