The vote came after a member of the public, Victoria Gutierrez, spoke during the gallery comment period about housing issues at her parents' building, 1 Glenwood Avenue. "We're having some issues with the parking garage that ... we were given under less than a month's notice for the construction," Gutierrez said. She told the council building management had changed and that some residents were receiving letters and rent increases "over $800." She asked whether the topic would be discussed at this meeting; council staff directed her to review the legislation with a staff member for details.
