The City of White Plains Planning Board on Feb. 18 approved an "eligible facilities" request by AT&T to upgrade existing cellular antenna equipment on an existing stealth installation, subject to the Department of Public Works verifying that predicted and measured radio-frequency levels comply with applicable federal standards and that existing screening/stealth conditions remain in place.
Marty Meehia, representing AT&T, described the equipment swap as a like-for-like modernization of antenna sectors and remote radio units; he said one replacement antenna will be 39 inches compared with one prior 36-inch element and that the new units are located behind existing screening. "It's a very plain vanilla application for you tonight," Meehia said.
Planning staff and counsel noted a standard condition requiring DPW review of RF calculations and an on-site RF measurement after the equipment is energized; the applicant also must comply with the original stealth or screening conditions applied when the facility was first permitted. The planning board moved to approve the application with those conditions and recorded the vote as in favor.
The approval does not replace required building permits or DPW technical reviews. The board recorded its approval subject to DPW verifying compliance and reserving the right to require mitigation should measured RF levels exceed applicable standards.
