Applicant updates planning board on Benevento Concrete processing plant progress

Jeff Green, representing Benevento Concrete LLC, updated the Loudon Planning Board on progress for the proposed Benevento Concrete processing plant, saying the project has received the state's AOT (drainage/erosion control) approval and state approval for a septic design, and that building and foundation plans are complete.

The applicant told the board the AOT sheets and revised drainage/erosion-control drawings have been signed by the engineer and were added to the plan set. “We do have all of that finalized now,” Green said, adding he submitted revised sheets and a septic design that the state approved.

Board members asked about current on-site activity. A member noted excavation and gravel removal were underway without an intent-to-excavate filing on file with the town. The board advised the town office should confirm whether incidental work was permitted and reminded the applicant the town requires intent-to-excavate documentation for sites operating under a gravel/excavation permit. A board member said, “They don't need an activation permit, but they do need the intent filed.” Green said he would ensure the required filings are made.

Members also expressed concerns that excavation had reached water, noting pumps were removing water “because they're so low,” and that work should not go within 4 feet of the seasonal water table. The board asked the applicant to coordinate with the town office and the town engineer to confirm compliance and to provide updates.

No formal action or vote was taken. The board recorded recusals at the start of the meeting for members who had conflicts on related agenda items; Jeff Green represented the applicant in the public discussion but earlier recused himself from a separate Benevento agenda item.
