Votes at a glance: Council adopts consent agenda covering 69 items, including site‑plan extensions and traffic changes

The White Plains Common Council unanimously adopted a consent agenda of items 1–69 at its March 3 meeting, approving a package of ordinances, agreements and site‑plan actions by roll call.

Before the consent agenda was offered, Councilman Martin announced he would recuse himself from items 12 and 13 because a member of the development team is a client of his business partner. Councilman Frye Pearson and Councilman Payne announced they would recuse themselves from items 28 and 29 because those items address White Plains Hospital (Payne cited the hospital as his employer and Frye Pearson cited representing parties adverse to a hospital affiliate in litigation).

The consent agenda included (select items): - Items 1–5: Authorization to issue $492,000 in municipal bonds for parks and recreational areas (Battle Hill Playground project discussed separately). - Items 6–9: Amendments to the operating budget and capital projects fund to extend compensatory benefits to city officers and employees who are reservists ordered to active duty in certain circumstances. - Items 12–13: Tax abatement agreement pursuant to Private Housing Finance Law §577 in connection with a project at 60 South Kensico (Councilman Martin recorded a recusal for these items). - Items 22–23: Agreements with local providers to coordinate Youth Bureau programs. - Items 24–25: Use of parking lots in connection with firefighter examinations. - Items 26–27: Amendments to the 2024–25 table of organization adding and abolishing positions. - Items 28–29: Traffic ordinance amendments to change a one‑hour zone on Get Away to two hours, and to create a temporary no‑stopping zone on Maple Avenue (Councilman Frye Pearson and Councilman Payne recused themselves on these items). - Items 32–45: Approval of a second amendment to the site plan for the Hindu Temple of Tri‑State, 390 North Street (discussed separately). - Items 46–57: One‑year extension of site‑plan approval for White Plains Development and B LLC for redevelopment of 52 North Broadway. - Items 58–69: One‑year extension of site‑plan approval for Elizabeth Seton Children's Center (315–317 North Street) for a proposed five‑story, 96‑bed health‑care facility on a 4.35‑acre parcel.

The consent agenda and the substitute materials for items 44 and 45 were offered by Council President Vicky Presser and seconded; the clerk called the roll and every member present voted yes on the consent package. The roll call recorded yes votes from Councilmen Brash, Frye Pearson, Martin, Payne, Council President Presser, Councilwoman Puja and Mayor Delfino. Several recusal notices were announced on the record for particular items.
