White Plains staff requests funds for fire station repairs, street resurfacing, rink cooling tower and traffic poles

She said additional funding is expected from New York State Department of Transportation grant programs and that the city would likely return in June to request that state funding once approved.
Ebersol ice rink cooling tower: Mignogni requested $300,000 to replace the rink’s cooling tower — the part of the refrigeration system that prevents overheating — after leaks were discovered. Council members asked whether replacing the cooling tower would address fogging on plexiglass; staff said that fogging is due to outdoor weather conditions and that the cooling tower replacement would not resolve that issue.
Traffic light poles: Mignogni described two separate accidents in the past year that destroyed traffic poles at Hamilton & Cottage and Fisher & Bank. The request is for design and construction of replacements; staff explained the high cost arises from significant foundation and structural work required for the cantilevered poles and that the city attempts to recover costs from responsible parties’ insurance where possible.
Council members asked clarifying questions about locations, the expected lifespan of equipment, and whether traffic-camera or third-party equipment would be affected by replacements; staff said Fisher & Bank definitely had no additional technology attached and were unsure about Hamilton & Cottage. No formal capital appropriations votes were recorded in the transcript during this meeting; these were funding requests and design approvals presented by staff.
