Common Council approves consent agenda covering capital projects, bonds, events and contracts

White Plains Common Council on Monday approved a 64-item consent agenda that amended capital and operating funds, authorized bond issuances and established several license and contract agreements.
The council’s motion to adopt items 1 through 64 passed on a roll-call vote with all members present voting in favor. Council President Presser announced a recusal for items 61 and 62, related to the Sycamore Lane matter, for reasons previously stated.
The most notable items on the consent agenda included amendments to the capital projects and operating budgets to fund repairs at Fire Station 2; authorization to issue $2,525,000 in serial bonds to accelerate street reconstruction for fiscal year 2025; establishment of capital projects for an Ebersole Ice Rink cooling tower and traffic light pole replacement; and authorization for the city to continue participation in a community choice energy aggregation program through Sustainable Westchester and to execute a 2025 electric service agreement.
Other approved matters included a contract to provide debt-account management software, actuarial consulting services for the self-insurance fund, a license agreement for operation of the farmers market, and acceptance of grants and donations to support youth-bureau programming including the Grandpa’s United program.
Council members made brief remarks on several consent items. Councilman Brasch praised the administration for moving to repair Fire Station 2 in an "environmentally sensitive way." Councilman Martin said issuing bonds now will jump-start spring street reconstruction and complimented the Department of Public Works for recent road work. Councilman Frye Pearson explained the expedited timeline for joining Sustainable Westchester, citing volatile national energy conditions and reporting that the White Plains Sustainability Committee supported the fast-tracked action.
The consent agenda also set public hearings for May 5 on an extension of the room occupancy tax and on an introductory local law titled “prohibition on eviction without good cause.” Councilman Martin scheduled a May 5 public hearing on the 2025–26 budget.
The meeting concluded with several community notices: the Court Street Market reopening April 23, a hospital health fair on April 12, and a May 3 Comic Fest at the City Center.
