Puja said she and Councilman Payne had originally voted no at the Nov. 4 meeting because the project did not trigger stormwater rules due to parcel size. She said the applicant's revised commitments "allayed" those concerns and that she would vote in favor at this meeting. The council recorded voice votes on motions to adopt the resolution and to file and spread the communication; those motions were moved, seconded and carried by voice vote.
The council did not discuss technical details of the stormwater plan on the record; staff and the project's civil engineers will handle technical compliance and any required permits through the city's permitting process.
