Downtown Dover Partnership outlines master plan, mobility center and 2,000‑resident target

Diane Laird, executive director of the Downtown Dover Partnership (DDP), told the Dover City Council during a Jan. 31 workshop that the group—s Capital City 2030 master plan is moving into implementation and already generating private interest.
"Downtown Dover's revitalization vision is now being realized, and it's exponentially exceeded what was envisioned at any point along the way," Laird said, summarizing the multi‑block effort to redevelop underused parcels, improve mobility and add housing.
