Planning board approves subdivision and site plan for 102 College Avenue into two lots

The Poughkeepsie City Planning Board voted to grant site plan approval for a subdivision of 102 College Avenue into two lots, with one lot to contain the existing nonconforming three-family dwelling and the other reserved for possible future single-family development. The approval included a condition that all city department comments be addressed to the departments’ satisfaction.

The decision is significant because it legally creates a separate lot for future development and clarifies required improvements — including paving, plantings and parking changes — before final sign-off by city departments.

John Apple, the applicant, said he submitted a revised plan that added lattice work and other elements he believes improved the appearance. “I sent a revised plan over, with the lattice work, which I think came out very nice,” Apple said. He described steps taken to address previous board concerns about decking protection and said he would add brick-wrapped sonotube piers where temporary buckets were previously placed to protect the deck supports.

Board members noted the applicant had clarified garbage placement, repaired existing railings and agreed to pave the driveway and add planting islands, including a handicapped parking space the applicant agreed to provide. The applicant said existing tree lines would be preserved where possible and that additional planting would be installed in new islands.

The board read a resolution granting site plan approval with the stated condition that all city department comments be satisfied. The motion carried and the chair closed the item. The applicant received the board’s congratulations and was told to coordinate remaining department sign-offs before final permits are issued.
