Council briefed on DOT-led water-main relocations tied to Greenway project

Binghamton City officials told the council on May 5 that the New York State Department of Transportation needs to relocate portions of the city's water system to proceed with a DOT-led Greenway project.
Robert Heery, acting court counsel, described RL25-91 as authorizing the mayor to enter into an agreement with the New York State Department of Transportation to allow the state to move pipes and valves and carry out stormwater and curb work associated with the Greenway. Heery said the item is "less water main improvements and more like water main relocation" to facilitate DOT curb cuts and stormwater changes.
Council members asked clarifying questions about the state's role and were told the DOT will perform the relocations as part of its Greenway project. No substantive debate or vote on the resolution was recorded at the work session; the item was presented for committee review and preparation of an agreement for mayoral signature.
