City wins $1 million state grant to extend downtown arts-district streetscape; council expedites award process

Mayor Jared Cram told the council at the March 24 work session that the city secured a $1,000,000 grant from Empire State Development to support phase two of the Adecco Downtown Arts District streetscape improvements. Cram said his earlier comment misstated the figure as $10,000,000 and that the correct grant amount is $1,000,000, which will cover about 20% of a project estimated at roughly $5,000,000.
Phase two would extend streetscape improvements from State Street to Henry Street and Washington Street to support downtown businesses, restaurants and walkability. The mayor said the project was bid with MWBE and service-disabled-veteran requirements and that bids are in; the city is awaiting formal acceptance of the grant so it can award the contract and hold a pre-construction meeting with the low bidder.
Cram said construction is expected this season and staff will coordinate timing to avoid the busiest downtown period around Binghamton University graduation and Mother’s Day events. Council moved and seconded a motion to expedite the item; the roll call recorded seven ayes.
