Council to act as lead agency for environmental review of terminal pump station project

Binghamton City Council discussed RL25-70, a resolution to begin the State Environmental Quality Review (SEQR) process for the terminal pump station project at the joint sewage treatment plant. Tito Martinez told council the project requires coordinated SEQR review with one lead agency and that the council should serve as lead agency for the action.
Martinez said the city has notified other involved agencies and expects responses within 10 days, after which staff will prepare draft legislation for council that would name the city the lead agency, identify the type of SEQR action and give reasons for a negative declaration if appropriate. He said planning staff is working on draft language to share with corporation counsel and the clerk’s office.
Council members noted that the pump station is a joint venture involving Johnson City and that the facility is located in the town of Vestal; Martinez said the work will be managed by the city and that project costs will be borne by the sewage fund and shared among system users, not borne solely by the city.
