Binghamton City Council approves resolution to send CSEA contract to union for ratification, 6-0

BINGHAMTON, N.Y. — The Binghamton City Council voted unanimously Jan. 17 to pass Introductory Resolution R25-01, authorizing the mayor to enter into a collective bargaining agreement with the Civil Service Employees Association (CSEA).
Council members approved the resolution 6-0 after brief discussion about the process by which the agreement will take effect. Council member Madovetsky moved to adopt the resolution; Council member Kavanaugh seconded. The roll call recorded six “aye” votes and no “no” votes.
The council emphasized that its vote forwards the full negotiated agreement to the union for ratification rather than putting terms into effect immediately. A council member noted that the agreement being considered is the full collective bargaining agreement, not a temporary arrangement, and that “nothing goes into effect until both parties sign the same information.” Corporation Counsel also interjected a procedural clarification, saying, “You have to say ‘I make a motion to adopt’…not to introduce,” before members restated the motion to pass.
Council discussion described the council’s role as a fiduciary check: the governing body reviews the full contract, the mayor signs it, and the union then returns the agreement to its membership and state representative for ratification. If the union membership approves and the mayor’s signature is in place, the contract will take effect.
There were no public comments at the meeting. With no further business, the council adjourned.
