Committee approves city agreement with CSCA; council to finalize formal signature and administrative correction

The committee considered and approved authorization for the city to enter into a ratified agreement with the entity identified in the packet as "CSCA." Committee members discussed a typographical error in the originally ratified agreement that affects one employee's pay step. Staff and the mayor said that CSCA had previously voted on the document and identified the typo; the correction will be made administratively after the council authorizes the mayor to sign the original agreement.

Council members asked whether the council would need to vote on the correction; the mayor and staff said the correction was ministerial and would not require a second council vote because it amends an element the union had already ratified. One council member noted the union president had brought the matter to the council's attention. A council motion to approve the agreement with the amendment was made, seconded and approved by voice vote.

Councilmembers also discussed outreach to the union and confirmed the mayor had communicated with union representatives; a union representative who had been expected to speak declined to attend. Staff said that once the council votes on the agreement at the full council meeting, the mayor would sign and staff would complete the ministerial correction soon afterward.
